The Driver Manager offers no options on Video drivers but I suspect that is a large part of the problem. I cannot believe that XP is that much ligher than Mint XFCE so there must be some solution. All browser operations in XP are without issues up to streaming YT video. And I can immediately reboot to the XP partition and actually make a Skype call (running off a portable apps flash drive) while simultaneously watching perfect TV reception. I didn't even try executing the web browse or e-mail service since the failure of Skype and TV receiver make the entire arrangement a non-starter. Each of these conditions exist independently and on both hard drive configurations of the machine.

I understand that VLC coupled with a small tuning program can control the TV card, however simply running a small mp4 video on VLC in the Linux mode is now impossible due to constant frame freezes so I haven't bothered following that option up.
